KEPCO has its origins in the Economic Governance Programme work of the Centre for Governance and Development, CGD. Between 1998 and 1999, CGD held economic governance forums that brought together stakeholders in the main economic activities in the various regions of Kenya. These included: sugar cane growing for Western Kenya; fishing for Nyanza; pastoralism for South Rift; horticulture for Eastern; maize and dairy for the North Rift; and Coffee and Tea for Central regions.
The coalitions that have emerged to form KEPCO include
- The Sugar Campaign for Change (SUCAM) in Western Kenya;
- Ng’ombe na Mahindi (NGOMA) in the North Rift
- Sauti ya Wafugaji (SAWA) in South Rift
- Matunda na Mboga (MAMBO) in Eastern Kenya
- Fisher Folks (FIFO) in Nyanza
- Coffee and Tea Campaign (COTECA) in Central Province.
